Randy is the founding member of the Biglione Financial Group. Randy has been in the financial services industry for over 36 year focusing primarily on the corporate retirement plan market and individual wealth management. Randy has established a reputation in the corporate market for his excellence and expertise in provider searches, investment due diligence, ERISA compliance support and employer education and communications programs.

Randy has been asked to be a member of several 401(k) advisory councils with nationally known 401(k) providers. He also is a member of the Retirement Plan Advisor Program (RPAP). This is an elite program of retirement advisors who specialize in servicing Institutional/Corporate Retirement Plan clients. RPAP Program Financial Advisors have an industry focus on serving plan sponsor clients with their defined contribution, defined benefit, and ERISA 403(b) plan needs. RPAP Advisors services include working with Plan Fiduciaries, Plan Administrators or various committees established by the organization/business that sponsors the retirement plan. Randy was born and raised in the Fresno/Clovis area. He graduated from Clovis High School in 1979, with honors, and then went on to graduate from California State University, Fresno in 1983.

Michael Budd is a Financial Advisor at Encore Investment Consultants, having worked in financial industry for the past 38 years. Prior to joining Encore Investment Consultants, he worked for Morgan Stanley, Wachovia Securities (now Wells Fargo Advisors) and Merrill Lynch.

Before joining the investment profession, Jeff was Chief Financial Officer for a large agricultural company, a financial services processing company and a start-up entertainment software company, all located in Central California.

Jeff’s initial career after graduating from college was with the international accounting firm of Touche Ross & Co., now known as Deloitte. He served in both the audit and tax departments. Jeff earned his Certified Public Accountant (CPA) license in 1979 (not currently practicing) and his Certified Portfolio Manager (CPM®) in 2017.
